Electricity is regulated through the BERA Act of 2016 in conjunction with the Electricity Supply Act and the Botswana Power Corporation Act. And covers generation, transmission, distribution and sale of electricity.
The National Energy Policy (2021) and the National Energy Efficiency Strategy (2018) provide the policy framework for energy efficiency in Botswana. BERA is the institution in charge of energy efficiency regulation and the Department of Energy is responsible for the formulation, development, and implementation of an energy efficiency strategy.
Through the SADC Energy Protocol, member states are required to work towards regional integration and cooperation in energy development and as part of this regional integration, Botswana is eligible for electricity trading mainly via the Southern African Power Pool (SAPP). 3.6.1 Energy and environment
Botswana’s current total electricity demands stands at about 4505 GWh. This demand comprises demand from all economic sectors including mining, industry, service sector and households. The demand is expected to grow up to 8637 GWh by the year 2040, a growth that is proportional to the growth of the economy (average GDP growth of 3.6%).
Previously, some energy efficiency measures have been employed in Botswana to reduce the amount of end-use electricity consumption. A step-tariff Model was introduced by Botswana Power Corporation in 2010 to encourage efficient use of electricity. Again, efforts to reduce electricity demand were initiated at household level.
Coal is the main source of electricity generation in the country, followed by diesel. However, Botswana has ample renewable energy potential to augment generation from coal. Currently, solar energy contributes insignificantly to electricity generation despite the abundance of the resource.
