Once reliant on exorbitantly priced fossil fuel imports for nearly half of its energy needs, Uruguay has gone from suffering frequent blackouts and power cuts to relative energy sovereignty based almost entirely on electricity generated from a stable mix of wind, solar, hydroelectric, and bioenergy sources.
But there have been some notable additions. Towering white wind turbines and glistening solar panels are now as much a part of the iconography of Uruguay as the grass itself, though they began to pop up across the country only in recent years, and seemingly all at once.
His vision for Uruguay's energy future was to cover that empty land with hundreds of wind turbines. Today, wind power accounts for around 40% of Uruguay's energy production. And, according to a 2008 law, all the wind in the country officially belongs to the Uruguayan people.
Uruguay's energy grid was powered almost exclusively by domestically created, renewable energy, and, adjusted for inflation, consumer prices had gone down. Today, there are more than 700 wind turbines installed across Uruguay's countryside. "It was absolutely a complete transformation," says Méndez Galain.
After more than 20 different companies threw in their bids, Méndez Galain and his team decided to radically accelerate their timeline for the country's energy transition. They accepted far more bids than they had originally planned, signing contracts that increased Uruguay's capacity to generate electricity not by 5%, but by more than 40%.
Since 2019, energy has become a significant export for Uruguay, with some years bringing in hundreds of millions of dollars in revenue. In most of the world, when anyone mentions the need to transition to renewables, climate change dominates the public discussion.

The global energy storage battery cabinet market is experiencing unprecedented growth, with demand increasing by over 500% in the past three years. Battery cabinet storage solutions now account for approximately 60% of all new commercial and residential solar installations worldwide. North America leads with 48% market share, driven by corporate sustainability goals and federal investment tax credits that reduce total system costs by 35-45%. Europe follows with 40% market share, where standardized cabinet designs have cut installation timelines by 75% compared to traditional solutions. Asia-Pacific represents the fastest-growing region at 60% CAGR, with manufacturing innovations reducing battery cabinet system prices by 30% annually. Emerging markets are adopting cabinet storage for residential energy independence, commercial peak shaving, and emergency backup, with typical payback periods of 2-4 years. Modern cabinet installations now feature integrated systems with 5kWh to multi-megawatt capacity at costs below $400/kWh for complete energy storage solutions.
Technological advancements are dramatically improving solar power generation performance while reducing costs for residential and commercial applications. Next-generation solar panel efficiency has increased from 15% to over 22% in the past decade, while costs have decreased by 85% since 2010. Advanced microinverters and power optimizers now maximize energy harvest from each panel, increasing system output by 25% compared to traditional string inverters. Smart monitoring systems provide real-time performance data and predictive maintenance alerts, reducing operational costs by 40%. Battery storage integration allows solar systems to provide backup power and time-of-use optimization, increasing energy savings by 50-70%. These innovations have improved ROI significantly, with residential solar projects typically achieving payback in 4-7 years and commercial projects in 3-5 years depending on local electricity rates and incentive programs. Recent pricing trends show standard residential systems (5-10kW) starting at $15,000 and commercial systems (50kW-1MW) from $75,000, with flexible financing options including PPAs and solar loans available.
